According to the most recent LEGO Club magazine Toys R Us stores in Canada will be hosting a minifig exchange October 13th & 14th.
Part of the 3rd(?) annual Bricktober event, it looks like you bring in a minifig and can trade with a store employee for one of five figs. Details are not provided but it might be worth heading down to TRU to check it out next month.
